Ousted Honduran President Manuel Zelaya when asked why his government was refusing to negotiate continued presence of the U.S. military base at Soto Cano responded that he wasn’t refusing to negotiate and that he was perfectly willing to allow continued operation of the U.S. base on Honduran soil in exchange for permission to establish a Honduran military base on U.S. soil.
